Detroit officials regaining most city control

DETROIT (AP) — The Detroit City Council has unanimously approved a plan to transfer daily operations to elected officials while retaining Emergency Manager Kevyn Orr to oversee bankruptcy matters until they are resolved.

The council voted on the measure Thursday evening at City Hall.

Orr's spokesman Bill Nowling says the exit becomes effective when the restructuring plan is approved in bankruptcy court.

Orr's 18-month contract leading the city's finances expires this weekend.

Orr is still expected to testify during the ongoing bankruptcy trial, which is scheduled to last until mid-October.

Detroit became the largest municipality to file for bankruptcy in July 2013. The bankruptcy plan would wipe out $7 billion of Detroit's $12 billion in long-term debt while restructuring city services.
