Deal reached on Duggan's role as Detroit mayor

DETROIT (AP) — When Mike Duggan steps in as Detroit's mayor next month, he will be in charge of blight removal and some other operations while state-appointed emergency manager Kevyn Orr focuses on the city's restructuring through bankruptcy.

Orr's office said Thursday that guidelines on Duggan's role and responsibilities have been established.

Orr will continue overseeing the city's finances, police department and a new federal grant management program.

Duggan, who was elected in November, takes on financial matters relating to day-to-day functions of city government. Duggan also will appoint all non-civil service positions within his office, but they have to be approved by Orr.

Mayor Dave Bing, who did not seek re-election, complained that communication with the emergency manager's office deteriorated in the weeks after his Orr's March hiring.
