Topping this week’s decisions in local government, the Anaheim council majority plans to take away one of the mayor’s few powers and Costa Mesa approves a cost increase for outsourced reprographics services.

Anaheim officials and activists are set for an early morning today, with an 8 a.m. special meeting called by Councilman Jordan Brandman.

The council majority is poised to strip Mayor Tom Tait of his power to unilaterally place items on council meeting agendas, a move that Tait said is retaliation for his efforts to inform the community about the pending Angel Stadium lease deal.

The move comes after Tait agendized a public discussion last week of the Angel Stadium lease, the subject of heated arguments between Tait and the council majority.

And in Costa Mesa, council members are set to increase the amount they pay the county for outsourced reprographic services, since those costs are expected to be $28,000 more this year than originally approved by the council majority.

Council members are also set to repeal a city ordinance banning soliciting work from moving vehicles, in response to a federal appeals court ruling against Redondo Beach.

And they plan to establish an information technology department and IT director.

Finally, county supervisors are poised to pay Xerox a $109,000 “performance incentive award” on a computer and phone contract that dates back to the year 2000.

Orange County Board of Supervisors – 9:30 a.m. (Revisions)

Approving a $170,000 change order to ISI Detention Contracting Group, Inc. for overhauling the electric sliding doors in the Central Men's and Women’s Jails. Approving an $18,000, one-year contract extension with Paetec Software Corp. for managing billing for the county’s internal Public Network Telecom services. Approving a $60,000 increase to the county’s law enforcement services contract with the Orange County Transportation Authority, for a new cost of $5.7 million this fiscal year. Awarding a $2-million contract to PUB Construction for general contracting services on unspecified projects. Approving five leases with Civic Center, LLC for the public defender’s office, at $602,000 per year. Awarding a $109,000 “performance incentive award” to Xerox State and Local Solutions, Inc.

San Clemente City Council – 5 p.m.

Approving a contract with Chandler Asset Management to manage the city’s investment portfolio for $30,000 for nine months. Introduction to the draft centennial general plan.

Dana Point City Council – 5 p.m.

Awarding a contract to Nelson/Nygaard Consulting Associates for parking management in Town Center.

Costa Mesa City Council – 6 p.m.

Increasing contract price paid to the county for outsourced reprographic services, since those costs are expected to be $28,000 more than originally approved by the council majority. Repealing a city ordinance banning soliciting work from moving vehicles, in response to a federal appeals court ruling against Redondo Beach. Establishing an information technology department and IT director.

Laguna Beach City Council – 6 p.m.

Rejecting legal claims filed by Marlene Stark and Ewing Brown. Approving a 2-percent increase on service rates for basic life support and advanced life support ambulance transportation.

San Juan Capistrano City Council – 6 p.m.

Approving a $459,000 contract with Pacific Winds Building for the installation of emergency generators at the Ground Water Recovery Plant and for three portable generators for the wells that feed into the plant. Approving a one-year contract with Interwest Consulting Group for traffic and city engineering for $181,000.

Lake Forest City Council – 7 p.m.

Approving the affordable housing agreement for the development of 187 low-income apartments built by Meta Housing Corporation. Approving a three-year contract with Emanuels Jones and Associates for lobbying services at $34,000 per year.

La Palma City Council – 7 p.m.

Authorizing spending $1.5 million from general fund reserves in order to establish an irrevocable trust with the California Employers’ Retiree Benefit Trust. Approving a deposit/reimbursement agreement with La Palma Sign Partners, LLC to cover city expenses to advance the concept of digital billboards.

Wednesday, Oct. 2

Aliso Viejo City Council – 7 p.m.
