DEFIANCE - The Board of Defiance County Commissioners Thursday approved several matters for the Hillandale Farms Ohio, LLC, development project.

An enterprise zone agreement was approved for the company, which is planning to construct a new laying hen complex for egg production, egg processing and packaging, truck maintenance and feed production in a multi-building facility on a land parcel to be owned by the enterprise at 9715 Rosedale Road in Hicksville. The investment in the new facility will be a little more than $41 million, and the total investment for this project by the enterprise will be $22 million, plus or minus 20 percent. Phase I of the project will be concluded by December 2014, and the addition will create 65 permanent full-time jobs which will result in approximately $1.67 million in annual payroll for the enterprise.

Defiance County granted Hillandale Farms Ohio, LLC a tax exemption for real property improvements made at the project site as follows: 60 percent, with the consent of the Hicksville Exempted School District and the Four County Career Center School District boards of education, on real property improvements as part of the project for 10 years.

The commissioners also approved a development agreement, which includes the construction of eight production barns, the installation of processing and handling equipment, on-site water wells and manure waste handling and storage facilities, a waste lagoon, miscellaneous on-site support infrastructure, off-site roadway improvements, a gas line extension and electrical service upgrades. Defiance County will construct 5,280 linear feet of street improvements and associated drainage facilities and will also provide $50,000 in Community Development Block Grant (CDBG) funds and $214,000 in Ohio Department of Transportation Jobs and Commerce Funds.

Hillandale Farms Ohio, LLC agrees to contribute $166,000 toward the financing of the roadway improvements. These funds shall be placed on deposit with the Defiance County commissioners at the time of signing this development agreement. Defiance County agrees to provide CDBG Funds to support the construction of 2.85 miles of 4 inch gas main to be extended by the Ohio Gas Company to the Hillandale Farms Ohio, LLC. project. Defiance County shall provide $440,000 in CDBG funds to support the construction of 2.85 miles of four-inch gas main and the Ohio Gas Co. will provide $46,000 in equity funding.

In other matters, the commissioners awarded two bids.

The cement stabilization contract was awarded to Tenmile Creek Excavating, LLC. Due to funding delays, the project could not be awarded as originally scheduled. Engineer Warren Schlatter has received correspondence from Tenmile Creek Excavating, LLC, stating it is prepared to accept the award with a revised completion date of Sept. 27.

The Rosedale Road paving contract was awarded to Brooks Construction Co. Also due to funding delays, the project could not be awarded as originally scheduled. Schlatter has received correspondence from Brooks Construction Co. that states it is prepared to accept the award with the removal of the asphalt adjustment from the contract (due to the extended dates) and a revised completion date of Oct. 11, assuming the completion of the cement stabilization and access to the site occurs by Oct. 2.

The board also:

•Reviewed the following the annexation petitions: Expedited Type 2 Annexation petition from Troy Essex, Clemens, Kohn, Liming & Warncke, Ltd., requesting 0.918 acre in Noble Township (Section 12) to be annexed into the City of Defiance; Expedited Type 2 Annexation petition from Elizabeth Schuller, UAW Legal Services Plan, requesting 1 acre in Noble Township (Section 12) to be annexed into the City of Defiance; Expedited Type 2 Annexation petition from Stephen Hubbard, Hubbard Law Firm, requesting 6 acres in Noble Township (Section 11) to be annexed into the City of Defiance; and Expedited Type 2 Annexation petition from Marc F. Warncke, Clemens, Kohrn, Liming & Warncke, agent for the petitioners, requesting 1.243 acres in Degler Addition in Richland Township to be annexed into the City of Defiance. The Clerk will proceed with the annexation process per Ohio Revised Code.

•Approved a demolition contract with Sines Excavating, LLC, for the demolition of a residence at 5903 Adams Ridge Road through the Moving Ohio Forward Program.
